- is sympathetic with the workers and to an extent to the communist

- his hands are tied with what he can do, the council isnt giving him more budget.

We speak with Yin Yue, River transport guild We find a commotion, there is a police man and workers. Yin Yue is there. We find out that a bargehand is found dead. Wu Jiang Hong comes and to investigate as well. We eavesdrop and hear that the dead bargeman was found and his goods stolen. The tong members are blaming the communists and claiming that it isn’t them. Iron Fan Shuren shows up and a confrontation between the Tongs and the Guild. Yin Yue’s face is unreadable during this silent showdown. The confrontation was slowly defused and Iron Fang departed. There is lingering animousity between the river transport guild and the tongs and it might have been perpetrated by the communists
He Zhen explores the brothels visited by the tongs and found out that Zhang Bao Tou is Iron Fang’s 2nd in command and that he has a following. But isnt particularly smart. Also found out that the factory overseer Huang Shide visits here and is paying more than usual for pleasure.
